how could the toys on the site be for 13+ only because i read the legal
The 13+ legal stuff is realted to the Children's Online Privacy Protection Act of 1998 (COPPA).
To say it briefly, that Act prevents companies to collect information from children under 13 without a proof of parental concent (in general, a Fax is a valid proof).
So, the toys are NOT for 13+. The registration to the site (and the products buying process) is for 13+.
