my main concern is future growth of mold, the subfloor is plywood on top of straping then carpet on top, underneath the subfloor is like a tar paper. One problem with the way it's been done is that all the walls have been constructed on top of the subfloor, so it looks like the walls have to come down in order to fully remove the subfloor, i have put a claim in on this to my insurance company. You probably need to rip it out. If the walls are built on top you may be able to cut the center area out and rip the edges out from under the wall. If I wanted to try to keep everything in place the hillbilly in me is thinking re-flood the basement with bleach water then pump it out and get a dehumidifier or two and run them non stop for at least a week.
