The problem isn't CAN it be done, but can it be realistically done and more importantly can you make a profit at it? For now the answer is no and it will be no for at least then next 75 years.
This sounds like a silly idea, but then so did the idea of using little radio waves to send messages around the world, until someone actually did it and 80% of Americans now have cell phones.
Currently it costs over $500 to get a single pound into space and at that price a trip to Mars isn't feasible, nor is a return trip to the moon. I am talking here and now in this economy and with the economy and nation we are going to have for the next 10 years. The nation that went to the moon has changed a great deal. Back then the moon race was a huge event as important as the first tunnel across the English Channel or the discovery of oil in Alaska and the Middle East. Only this was a race against the evils of communism..., but I digress.
We don't have the will to go to the moon, we don't have the manufacturing capabilities or even the same technology to go to the moon, much less mine it. NASA is having to redesign the Apollo project from scratch, they have even sent some techs out to look at the old rusting hardware on display to see how the old-timers did it. The Orion program will be totally new technology from the heat shield on up.
Once we get to the moon extracting that ore from the salts, while dodging the deadly radiation, the deadly temperature extremes and dodging the constant meteor strikes will keep us pretty busy. We need a base of operations and a permanent crew first.
Can it be done at some point in the future? Yes, but not for the next 75 years, not at our current rate of space travel development. We simply can't get enough equipment to the moon to make a profitable venture. Can we extract some stuff from the moon to live off of it? That is NASA's number 1 question right now and they are searching high and low for one of the most valuable compounds in the universe; water. Without water on the moon our problems are tripled. With water we can mine it, water our plants with it, drink it, then refine it, breath in the oxygen and then burn the hydrogen as fuel. Otherwise we have to truck all the water up there and a gallon of water weighs about 5 lbs or over $2,500 just to get it into orbit and a man needs 7 liters (1.8 gallons) a day to survive. This is to drink and keep ourselves at least a little clean. Then we want to grow plants and make fuel so double that number.
We have a better chance on Mars because we have found water there, that was the number one purpose of the Mars Phoenix mission and almost every mission before her; to find water. Water is the key and it is just to heavy to lug around and still make a profit doing it.
The moon is mostly made up of lighter elements skimmed off from the earth when a Mars like asteroid collided with our still cooling planet forming the earth--moon system we all know and love today. So any metals are going to be at the lunar core, or in lava fields, or raining down as meteors (and the moon gets hit by a lot of them). The other problems of radiation and temperatures can be worked out, but rockets are simply not good enough. Now if we had a space elevator, or a sling-shot express, or a moon to earth taxi service or a industry capability in space then things start becoming more likely; but we don't have any of those--yet.
This is why Mars Express has become so popular; forget the moon, go to Mars where we know there is water and we can refine that for fuel for the return trip thus cutting out load in half.
Some day lunar mines and a metal processing industry will exist. Most of it will be robotic with human overseers (robots don't need holidays, vacations, or much sleep time--just fuel, control and the proper maintenance). By that time we will have New Mexico competing with some other company like Exxon in its space program along with 100 other programs. We need that volume of traffic to do what you want to do.
It is possible to run a ship around and extract the metal from the salts in the oceans, but no one has found a way to make a profit at it yet so until that can be mastered your idea of refining the salts is just too expensive. No mankind will have to dig for our metals on the moon, that or drop an asteroid on top of it and them mine the rock and lava that comes up. Of course by then it would just be cheaper to steer a local asteriod into an Earth orbit and mine the metal from it inside of orbital habitats around the Earth.
Your idea is a good one, but the technology to get there is just too expensive to even consider right now and for the foreseeable future. But, remember once upon a time the world was thought to be flat and America was a total unknown. Humanity has always found its limits and reached beyond them, just give us a century and you might see what you want (I know I would like to see it).
