Most users probably do not need to worry about this sort of cooling device for their computer CPUs.
However, if you are into overclocking your CPUs and getting that 20% more in speed for the same initial dollar spend, then this device can really help keep you higher temperatures due to overclocking lower.
Overclocking allows you to increase the speed of your computer processor for free. For example, instead of paying $600 for a 3.6GHz CPU, you might purchase a $250 CPU that runs at 3GHz and overclock it to 3.6GHz. The safest way of doing this over a long period of time, such as years, is to keep the CPU as cool as possible. This is where the Thermalright 120 can be a hugh success.
The device is worth around $100 USD. It bolts directly on top of the CPU by clamping on to the motherboard. It is reasonable in weight at 790 grams. The design helps to provide optimum heat transfer from the CPU. It has multiple heat pipes and a large aluminium fin area and the unique design of the shaped fins help minimize airflow resistance. The heat pipes are soldered to the base to increase heat transfer.
When you purchase the device you will also get a tube or plastic pocket filled with thermal paste. The unit comes with 2 sets of fan wire clips that you can use to attach a 120mm fan to the heat sink fins to help increase cooling.
The dimensions of the device are 64mm in length, 132mm in width and 161mm in height. The recommended fan for this device is 120mm by 25mm in width. The heat sink is made with a copper base and black nickel plated.
Compatibility is for sockets 775, AM2+, AM2 and 939. This means it will support Intel Core 2 extreme, and any socket 775 CPU. I will also support AMD Phenom X4 and any socket AM2 or AM2+ processor.

Should I put my thermal paste on the heat sink or the cpu?
I recently bought a new processor and heat sink/fan, and from what I know, the base is a lot smaller than the cpu is going to be when it arrives today. The fan/sink I bought is a cooler-master hyper tx3. My main question is this. What would be the optimal way to apply the thermal past for this situation, on the base of the sink, or onto the processor?
Heatsink. The top surface of many CPUs has a raised area in the middle where the heat needs to be sunk from, but other raised components (capacitors) around it. It does not take much inadvertent force when spreading the compound to dislodge those caps. Safer to do it on the sink instead.
Also, take a look at what the industry does. If you buy a retail CPU it will come with a heatsink with thermal compound already applied - on the heatsink, not the CPU.
