What ages of girls are you talking about? Where are these girls going to come from, an orphanage? Are you talking about becoming a Foster Parent, or offering a place for runaway girls to stay, or what? And who's going to pay you for running this home--the girls' parents or the government or whom?

You say you have no money 'to pay a staff' [a 'staff' for six girls? Hey, there were 6 children in my family--we didn't need a 'staff,' just one Mom and one Dad].
